I have been considering the same type of set up for quite some time. My idea is similar to your own which would be a converted motor home (or something similar). It would include communications, radar and other equipment as necessary. I believe the idea has merit and should be discussed in greater detail. One idea is to use lay persons as well as specialized personnel for a project such as this. A number of both would be required to set up the required early warning system necessary for this to work. Mine is a second voice in favor of looking into this matter. I am sure others will join in. Investigators need to break away from the thought mode of the only way to investigate is after the fact.

Berliet trucks - French military 6x6 machines - are extremely capable off road; I've driven one through terrain that baffled an APC, and I've seen video of one crushing a car. They'll go over or through anything, and have plenty of load space.
Otherwise there's always things like the Alvis Stalwart - again, hugely capable off road, but also fully amphibious. All right, so that one's just because it's great fun to drive, but still.

Absolutely great idea. If they can have a team of a handful of people going around the country (or the world) chasing ghosts in large vehicles, we can hunt UFOs (as long as little men in black suits with memory erasers don't get us first). The barrier would be funding a million dollar new radar unit (though one person contends that Garmin sells their old weather radars for 16k).
What would the effectiveness of radar be compared to alternative measuring devices such as a long range/high power FLIR or UV cam/emitter combo? Falcons, vultures, and multipath echoes, oh my!
I would personally consider modding out a laser pointer to be much higher powered and attempt to crash anything that doesn't look like military or civilian but that method would likely result in accident or injury. Ronald Ray Gun eat your heart out.
You mentioned measuring wind, and SODAR might be a viable, cheaper option for the purpose given the increase in wind energy plant production.

I like the idea! Sorry, I misunderstood your question earlier AvalonSwan. The technology is definately doable. Did you ever correspond with Douglas Trumbull? Have you completed your proposal? I would suggest hard numbers in your proposal and license requirements to be attained. Perhaps set a mini-goal to fund the licenses needed to actually use the radar or any emitting devices on the vehicle. You might use kickstarter for your mini-goal fundraiser. Would love to see this go, will be looking forward to reviewing your proposal for the project.
