Here's a way (hypotheticaly) someone in a UFO Organization can pass industrial espionage or secrets to another counrty and go undetected.
With MUFON for example, a person's address and idenity is kept secret from the public. MUFON is big on Non-disclosure agreements. They want to proteact the witness and also not have others interfere with a case.
So when the average person is reading a UFO report by MUFON you have to put your faith in the FI or MUFON chapter that the integridy of the information is legitimate. A person had a real UFO sighting or claims to have had a real UFO sighting and this was reported to MUFON. NUFORC is the same way.
It's hard to tell if the person is real, a prank etc. because there is no way to verify a persons idenity.
Now lets say someone working in the technology sector volunteers to be a field investigator. They appear legit but lets say some of these cases are fabricated. You can even have another party involved that lets off fire balloons or LED balloons or calls in phony reports using a phony name that the MUFON investigator would recognize.
The information of the UFO sighting is then posted online. It looks like a legitimate UFO sighting except that common things that are reported in UFO sightings such as trajectory, color, light, shape, date, location are all code words.
Due to the sheer volume of UFO reports and the confidentaility of the witness a good number of sightings like the lesser significant ones can go unoticed and unverified.
People around the world read UFO reports so another person accessing the info from another country will not look suspect. The person volunteering at a UFO organization will have cover for their espionage activity.
